John Leppard, Founding Partner, Senior Healthcare Analyst, brings nearly 20 years of experience to Capitol Policy Partners, employing both quantitative and qualitative approaches in his coverage of medical devices, clinical labs / diagnostics, equipment, and biopharmaceuticals. Having started his career with the White House National Economic Council in 2006, he subsequently worked with the Cato Institute – a prominent DC think tank – and Steptoe & Johnson’s healthcare advocacy group, while also earning his M.S. in healthcare policy from George Mason University. From 2011 to 2024 John was a senior vice president and senior healthcare analyst at Washington Analysis before founding Capitol Policy Partners.
Beth Mantz Steindecker, Founding Partner, Senior Healthcare Analyst, brings more than 25 years of experience to Capitol Policy Partners, with an expertise in understanding and evaluating policy affecting healthcare providers, managed care and pharmacy benefit managers. Having started her career as a reporter, she held the pharmaceutical and biotechnology beat at Dow Jones Newswires, where her articles were often published in the Wall Street Journal, Boston Globe, and Los Angeles Times; and she was awarded in 2002 as one of the “Top 30 journalists under 30” by the business and finance press organization NewsBios/TJFR Group. In 2002, she joined Washington Analysis as a healthcare analyst covering the healthcare provider and insurer subsectors, and over the next 22 years, she rose through the ranks to senior healthcare analyst, senior vice president, and director of sector policy research. Beth is also an attorney, retired from practice in the state of New York.
Joe Lieber, Founding Partner, Senior Political Analyst, brings 30 years of experience to Capitol Policy Partners, with an expertise in Macro policy, including tax, fiscal policy, and the political outlook. Joe also follows various other issues including, but not limited to, gig economy regulation, infrastructure, gambling, labor issues, and cannabis. Joe started his career on Capitol Hill, working for nearly five years in the U.S. Senate, where he honed his insights into the legislative process. He then joined Washington Analysis, working his way up to Director of Research and overseeing a large team of analysts spanning all regulated sectors. Joe earned his BA in economics and political science from the University of Oklahoma and his MA in International Trade & Transactions from George Mason University.
Michael D’Arcangelo III, Founding Partner, Global Head of Sales, brings more than 25 years of experience in institutional equity sales and research product management. He has partnered with institutional clients and communicates in-depth knowledge on a wide range of topics including Long/Short Equity Research, Equity Strategy, Technical Analysis, Economics and Public Policy. The majority of Michael’s career has been with Lehman Brothers/Barclays as Managing Director Equity Sales and with Merrill Lynch as Director of Small/Mid Cap Equity Sales. While with Lehman Brothers, Michael led the Global Product Management Group with teams located in NYC, London, Hong Kong & Tokyo. He chaired the Equity Investment Policy Committee and worked closely with 80+ publishing research analysts covering 1,000+ companies. Michael and his Global PMG sales team generated tactical capital structure trading ideas across equities, convertibles, derivatives, and high yield. Most recently, he was responsible for equity hedge fund sales and relationship management at OTR Global, CLSA and Macquarie. Michael holds a B.A. in Economics from Villanova University, an MBA in Finance from Loyola University Chicago and FINRA Series 7, 9, 10, 63.
